My client is in search of a Senior Compliance Specialist specializing in air quality, with extensive experience in California and Oregon regulatory landscapes. This position entails overseeing environmental compliance matters, particularly in air quality, which includes spearheading and executing projects related to air compliance and permitting, compiling emissions inventories, and conducting air dispersion modeling. Familiarity with greenhouse gas emissions reporting, climate action plan formulation, and environmental and social governance (ESG) is advantageous. The ideal candidate will possess a strong history of regulatory work within California air districts, notably SCAQMD, BAAQMD, SJVAPCD, and SDAPCD, as well as a comprehensive understanding of state (CARB) and federal (EPA) regulatory frameworks. Proficiency in Oregon and Washington air quality regulatory protocols is also desirable. The role necessitates regular engagement with clients and potential prospects to address air compliance requirements, along with interaction with regulatory bodies. Experience in guiding or mentoring team members within the air quality domain is a bonus. Additionally, responsibilities will encompass business development endeavors, such as drafting proposals and cultivating client relations.
Primary Responsibilities:
- Execute air quality permitting and compliance tasks across California, Oregon, Washington, and federal jurisdictions.
- Develop emissions inventories and compile compliance reports.
- Assess outputs from junior and mid-level team members, offering guidance on permit applications, calculations, analyses, and reports. Provide mentorship on technical proficiency, consulting methodologies, and business advancement.
- Conduct periodic on-site visits for client or regulatory engagements.
- Act as the main liaison between clients and regulatory bodies, ensuring effective communication.
- Manage projects and tasks, including defining scopes of work, budgeting, client coordination, invoicing, cost management, and contract assessments.
- Offer technical expertise to clients and project personnel, furnishing direction on assignments and projects.
- Drive business growth initiatives, including identifying potential clientele and participation in industry events.
- Develop tailored proposals, scopes of work, and final deliverables to align with individual client requirements.
Qualifications:
- Bachelor's degree in Chemical Engineering, Environmental Engineering, or a related field.
- Minimum of 8 years of experience in environmental compliance or relevant professional roles.
- Profound understanding of air quality regulations in California, Oregon, Washington, and at the federal level.
- Preferred experience in greenhouse gas inventory development, ESG, and atmospheric dispersion modeling employing AERMOD and HARP.
- Robust project management skills combined with technical environmental acumen.
- Proven ability to meet strict deadlines in a dynamic work setting.
- Capable of working both independently and collaboratively within project teams and the organization's environmental division.
- Exceptional verbal and written communication capabilities at a professional level.
- Possession of a valid driver's license.
