Our client is a leading Offshore Wind Developer who are actively seeking competent and motivated Permitting Lead to join the team in their busling office in Seoul, South Korea'. As a Permitting Lead, you will play a crucial role in securing development consents, authorizations, and approvals for our offshore wind projects. Your responsibilities will include managing the application process, coordinating with internal and external stakeholders, and ensuring compliance with relevant laws and regulations. Key Responsibilities:
- Prepare all applications for development consents, authorizations, and approvals in accordance with applicable laws and guidelines, including engaging external planning lawyers when necessary.
- Define and manage the delivery of consent application documents to authorities, ensuring input from various project interfaces, such as Project Development, EPC, and O&M teams.
- Maintain a continuously updated consents register, providing an overview of all required consents, conditions, and obligations.
- Stay updated on planning and consenting policies, guidance, and stakeholder initiatives, representing the project's interests within those initiatives.
- Identify and assess application and consent risks, documenting them in the risk register.
- Prepare all required processes within the development schedule.
- Communicate, report, and exchange information with authorities regarding permit applications, as directed by the Project Development Manager.
- Manage and update a consent register, recording all correspondence and approvals from consenting stakeholders.
- Collaborate with authorities to agree on the delivery program after consultation with the Project Development Manager.
- Track the consent release process and permission to construct under various consents and authorities, recording proof of consent compliance in the consents register.
- Ensure effective communication of the pre-construction consent release program to the project team and keep it up to date.
- Monitor and document the incorporation of any requirements from authorities into the construction project.
- Prepare detailed information for handover to the O&M team, outlining all consents, specific conditions, obligations, and records of authority correspondence and approvals.
- Engage with key stakeholders, including authorities, Project Development Manager, and Engineering package leads, to ensure a smooth and efficient permitting process.
Qualifications and Experience:
- Bachelor's degree in a relevant field, such as environmental science, engineering, or renewable energy. Advanced degrees are preferred.
- Extensive experience in permitting and consenting processes within the offshore wind industry, preferably in Korea.
- Strong knowledge of relevant laws, regulations, and guidelines related to offshore wind project development in Korea.
- Proven experience in managing the preparation and submission of applications for development consents, authorizations, and approvals.
- Familiarity with environmental impact assessments, regulatory compliance, and stakeholder engagement processes.
- Excellent project management and coordination skills, with the ability to manage multiple tasks and meet deadlines.
- Effective communication and negotiation abilities, both internally and externally.
- Attention to detail and strong organizational skills.
- Proficiency in Korean and English languages, both written and verbal.
- Ability to collaborate with interdisciplinary teams and stakeholders at various levels.
- Flexibility to travel to project sites and attend meetings with authorities and stakeholders.
