We are seeking a highly experienced NEPA (National Environmental Policy Act) Project Manager to join the team in Portland, Oregon at a national employee-owned consulting firm. The ideal candidate will have a minimum of 7 years of experience managing NEPA compliance processes for a variety of projects, including infrastructure development, transportation, energy, and land use planning.
Responsibilities:
- Lead and manage all aspects of NEPA compliance processes, including scoping, planning, analysis, and documentation for a diverse range of projects.
- Collaborate with multidisciplinary teams to ensure NEPA requirements are integrated effectively into project planning and execution.
- Conduct thorough environmental impact assessments and develop mitigation strategies to address potential project impacts.
- Coordinate with regulatory agencies, stakeholders, and clients to facilitate permitting processes and ensure compliance with applicable environmental regulations.
- Provide technical expertise and guidance to project teams and clients on NEPA regulations, policies, and best practices.
- Prepare and review NEPA documents, including Environmental Assessments (EAs), Environmental Impact Statements (EISs), and categorical exclusions, ensuring accuracy, quality, and compliance with regulatory requirements.
- Manage project budgets, schedules, and resources to ensure timely delivery of high-quality deliverables.
Qualifications:
- Bachelor's or Master's degree in environmental science, environmental planning, ecology, or related field.
- Minimum of 7 years of experience managing NEPA compliance processes for a variety of projects, preferably in a consulting environment.
- In-depth knowledge of NEPA regulations, CEQ (Council on Environmental Quality) guidance, and relevant federal, state, and local environmental laws and regulations.
- Strong project management skills, including the ability to plan, organize, and prioritize tasks effectively to meet project deadlines and objectives.
- Excellent communication and interpersonal skills, with the ability to effectively interact with clients, regulatory agencies, and stakeholders.
- Experience leading multidisciplinary project teams and coordinating with technical specialists, engineers, planners, and other stakeholders.
- Proficiency in GIS (Geographic Information Systems) and other relevant software applications for data analysis and mapping is preferred.
- Professional certifications such as AICP (American Institute of Certified Planners), PMP (Project Management Professional), or similar credentials are a plus.
