About the Role:
The Head of Commercial will be responsible to lead and deliver robust commercial agreements for our ongoing projects. You will lead the procurement and commercial activities, in close collaboration with our selected local consultants, partners and advisors, supported by the engineering and procurement teams
from central teams located in Europe. With a focus on commercial contracts and the continuing development and qualifying of local and international supply chain companies to ensure compliance with all localisation needs as per the industrial relevance program (IRP) requirements. This will include leading our procurement strategy, contract activities and project management activities. You will confirm our supply chain channels locally and globally will be strong enough to deliver our projects' procurement and commercial needs where the ultimate reward is winning a bid in the upcoming auctions in Taiwan.
A key element of this role is in developing and maintaining strong external relationships with key stakeholders
who will provide services to the company and its projects.
In this role you will have the Procurement Manager reporting to you. You will report directly to the Taiwan
Country Manager.
Responsibilities:
Leading the management of the daily relationship with the local network of suppliers, contractors, consultants, and key industry stakeholders throughout and after the project development period
Working closely with our legal consultants in developing contract documentation for specific packages of work, including major construction contracts ensuring compliance with the local content requirements (as per the IRP) where applicable
Develop and oversee the contracting strategies and processes, employers' requirements (ERs), for tendering requests for proposals (RFPs), review of supplier proposals, that result in the best value possible for the project
Take the lead role in the negotiation of contracts through to contract signature, this will include preferred supplier agreements (PSAs) and conditional contracts (CCs) with suppliers. Key contracts /industrial agreements refer to critical suppliers such as the Wind Turbine Generator (WTG) supplier, the foundations supplier, Electrical packages, harbors, etc.
Manage all commercial and procurement aspects of the project to ensure key development milestones are delivered as per the projects timeline
Proactively lead and advise senior management on commercial and contract risk and issues arising Where required work with a team composed of multidisciplinary members, within the renewables industry, such as economists, finance, tax specialists, engineers, lawyers, HSEQ experts, external consultants and banking institutions
Commercial management of contracts after signature through to completion of the related works
Effective claims and variations management to minimise cost overruns and ensure contractors comply with contract requirements
Provide input into the Devex, Capex and Opex estimation for the project
Provide the supply chain strategy and planning for upcoming offshore wind projects
Create awareness of the company in new markets through the local supply chain
Requirements:
The position will require a university degree or equivalent level of education, preferably in legal, general engineering, technical or commercial qualification. You will demonstrate a broad based technical background and first class negotiations skills
10+ years of relevant experience within the offshore wind industry
You will have experience in negotiating key work package contracts and have been exposed to industry standard contract forms, such as FIDIC, BIMCO and LOGIC
Lead and supervise all commercial aspects in tendering and contracting phase
Strong commercial contract and negotiation skills will be necessary to engage stakeholders at all levels
Understand the latest bidding regulations for renewable energy development in Taiwan
Able to work under pressure, stress-resistant, crisis-proof, confident and trustworthy, fact/resolutionoriented, careful and able to meet tight deadlines and produce concise information
Excellent organisation skills with the ability to manage own workload and coordinate a number of external and internal stakeholders
Excellent communication skills, with the ability to enable effective discussion and transfer of information between, consultants, contractors, team members and other stakeholders
Team player in immediate work group as well as across the organization
Demonstrate absolute discretion in handling confidential data
Have relevant knowledge in the energy/offshore wind industry, the market, and its players
Demonstrate exemplary behaviour with regards to HSEQ rules and ensure that all activities you are responsible for are performed with the highest level of consideration to HSEQ and risk management where it concerns any individual's health, respect of various communities and care of environment.
