The role of Permitting & Consents Manager is within the offshore development team in Taiwan. This position involves providing assistance concerning environmental and permitting tasks for early and advanced stages of renewable energy projects, including those under construction and in operation. The primary responsibility is overseeing the comprehensive development of both fixed and floating offshore wind projects in Taiwan, encompassing all necessary permits and consents required for project development and construction.
Responsibilities:
Business Development:
- Aid business development efforts in fixed and floating offshore wind ventures in Taiwan, involving:
- Taking charge of or supporting all consent-related activities for offshore wind projects being developed by Taiwan.
- Supervising consultants in charge of conducting environmental surveys, studies, and permits covering diverse aspects like ornithology, cetaceans, fisheries, and onshore ecology.
- Overseeing (or aiding in the oversight of) consultants responsible for Environmental Impact Assessments for sites, ensuring appropriate project boundaries are permitted and risks are minimized.
- Managing and/or assisting in EPA Panel Reviews for Environmental Impact Assessments.
- Contributing to submissions for Taiwan capacity auctions as needed, which may include supporting site registration applications.
- Leading or assisting in the post-auction permitting process for offshore wind projects in Taiwan (such as Coastal Management Report, Establishment Permit, and Working Permit).
- Engaging with both internal and external stakeholders to ensure thorough understanding and effective communication of changes in the permitting framework and overall development procedures.
Health, Safety, and Environment (HSE):
- Champion the implementation of our robust HSE standards and protocols for offshore wind, offering local insights and integrating global best practices and lessons into local operations.
Governance & Administration:
- Collaborate within the local offshore wind development team structure and contribute to procurement and recruitment efforts as required.
Requirements:
- Bachelor's degree in Biology or Environmental Sciences, or an equivalent blend of education and experience; advanced degree is advantageous.
- Demonstrated experience of 5+ years in permitting and environmental compliance for capital/infrastructure projects in Taiwan, along with 2+ years of experience in the same for renewable energy projects in the country.
- Prior experience in an offshore wind development company is preferable but not mandatory.
- Proven skills in problem-solving, negotiation, and both verbal and written communication.
- Strong abilities in communication and making presentations.
- Technical proficiency in Taiwanese permitting processes and regulatory requisites concerning the development, construction, and operation of energy projects.
- Proficiency in both written and spoken Mandarin and English.
